The edifying and scripting of congruent and correct history, entered the record seeking an honest reconciliatory effort and tone, but was met with detractors both within and without. No political party was wise enough to even reach out three years ago, but more and more are doing so now. (more on this soon)
The House Joint Resolution-United States Treaties Formative To The State of Wyoming still serves as a blueprint today for tribes nationwide and worldwide, who seek the honest and urgent protection of treaty rights, property rights, and human rights that still evades all heirs of treaty lands.
Treaty Rights:
Wade LeBeau favored a resolution drafted by Rep. John Romero-Martinez, R-Cheyenne, addressing treaty land grants. The resolution was rejected by the Legislature tribal relations committee, but if it had passed, it would have prompted the Wyoming Legislature to ask Congress to acknowledge and promote “verified land designation history and support collaboration with all heirs of treaty lands.”
... The 1868 Fort Bridger Treaty promised a vast segment of Wyoming to the Eastern Shoshone Tribe. The Northern Arapaho Tribe is not listed in the document as a land heir, however, the tribe has since come to co-govern the Wind River Indian Reservation along with the Eastern Shoshone Tribe. Although Rep. Andi LeBeau disputed Romero-Martinez’ draft, her would-be challenger Wade LeBeau said it’s not intended to disenfranchise anyone – and that is not his goal, either.
“When I look at this as a whole, I look at everybody. At everybody’s rights,” said Wade LeBeau, adding that areas where the Eastern Shoshone Tribe maintains specific treaty rights, “that doesn’t mean those rights aren’t used to protect everybody.”
“The treaty rights by the Shoshone are being used by every single person in this county (Fremont County), whether they know it or not,” said Wade LeBeau.

Recently, Actions that seem to support our state energy sector and citizens well, but violate best business practices and violate Eastern Shoshone and Bannock federally recognized treaties. After hearing from south Cheyenne community leader Palmer Trujillo, who is very active in his community, I called Shoshone election judge and tribal activist Bobbie Shongutsie, and she did confirm that moves were being made, indicating that the issue is being "smoothed over" or "pushed under the rug". Sadly, there is no phone contact information for the state-sponsored potentially unlawful proxy government members that the Shoshone Business Council represents. The same council that failed to make good decisions with the perfectly scripted Treaty Resolution that I drafted with help from War Chief, Wade Warren LeBeau, and a team of historians and legal experts at the Wyoming State Capitol. The Shoshone General Council still remains the official Federally Recognized decision-making body for the Eastern Shoshone, but huge gaps in leadership still remain. There is huge disagreement from within the tribe as to the solutions here, but how can one debate or dialogue if the same leaders dodge major issues within and without .

I do not agree with the marginalization, direct or indirect genocide perpetuated in policies of the past, present, or future, and/or way in which corrupt government action or the lack there of has effected the original charter of the lone tribe and the designated property agreed to by the U.S. President and U.S. Congress. Sadly, the corruption is not just without, there has and is corruption from within members of both tribes also. I stand with the elders who support the "old way, the best way, the right way."

Syllabus
With extensive federal assistance, respondent Indian Tribe has established a comprehensive scheme for managing the fish and wildlife resources on its reservation in New Mexico. Federally approved tribal ordinances regulate in detail the conditions under which both members of the Tribe and nonmembers may hunt and fish. New Mexico has hunting and fishing regulations that conflict with, and in some instances are more restrictive than, the tribal regulations, and the State has applied its regulations to hunting and fishing by nonmembers on the reservation. The Tribe filed suit in Federal District Court, seeking to prevent the State from regulating on-reservation hunting and fishing. The District Court ruled in the Tribe's favor and granted declaratory and injunctive relief. The Court of Appeals affirmed.
Held: The application of New Mexico's laws to on-reservation hunting and fishing by nonmembers of the Tribe is preempted by the operation of federal law. Pp. 462 U. S. 330-344.
(a) The exercise of concurrent jurisdiction by the State would effectively nullify the Tribe's unquestioned authority to regulate the use of its resources by members and nonmembers, would interfere with the comprehensive tribal regulatory scheme, and would threaten Congress' overriding objective of encouraging tribal self-government and economic development. Pp. 462 U. S. 338-341.
(b) The State has failed to identify any interests that would justify the assertion of concurrent regulatory authority. Any financial interest that the State might have by way of revenues from the sale of licenses to nonmembers who hunt or fish on the reservation or matching federal funds based on the number of state licenses sold is insufficient justification, especially where the loss of such revenues is likely to be insubstantial. We are called upon to decide in this case whether a State may restrict an Indian Tribe's regulation of hunting and fishing on its reservation. With extensive federal assistance and supervision, the Mescalero Apache Tribe has established a comprehensive scheme for managing the reservation's fish and wildlife resources. Federally approved tribal ordinances regulate in detail the conditions under which both members of the Tribe and nonmembers may hunt and fish. New Mexico seeks to apply its own laws to hunting and fishing by nonmembers on the reservation. We hold that this application of New Mexico's hunting and fishing laws is preempted by the operation of federal law.
IThe Mescalero Apache Tribe (Tribe) resides on a reservation located within Otero County in south central New Mexico. The reservation, which represents only a small portion

of the aboriginal Mescalero domain, was created by a succession of Executive Orders promulgated in the 1870's and 1880's. [Footnote 1] The present reservation comprises more than 460,000 acres, of which the Tribe owns all but 193.85 acres. [Footnote 2] Approximately 2,000 members of the Tribe reside on the reservation, along with 179 non-Indians, including resident federal employees of the Bureau of Indian Affairs and the Indian Health Service.
The Tribe is organized under the Indian Reorganization Act of 1934, 48 Stat. 984, 25 U.S.C. § 461 et seq. (1976 ed. and Supp. V), which authorizes any tribe residing on a reservation to adopt a constitution and bylaws, subject to the approval of the Secretary of the Interior (Secretary). The Tribe's Constitution, which was approved by the Secretary on January 12, 1965, requires the Tribal Council
"[t]o protect and preserve the property, wildlife and natural resources of the tribe, and to regulate the conduct of trade and the use and disposition of tribal property upon the reservation, providing that any ordinance directly affecting non-members of the tribe shall be subject to review by the Secretary of [the] Interior."

The Constitution further provides that the Council shall
"adopt and approve plans of operation to govern the conduct of any business or industry that will further the economic wellbeing of the members of the tribe, and to undertake any activity of any nature whatsoever, not inconsistent with Federal law or with this constitution, designed for the social or economic improvement of the Mescalero Apache people, . . . subject to review by the Secretary of the Interior."

Anticipating a decline in the sale of lumber which has been the largest income-producing activity within the reservation, the Tribe has recently committed substantial time and resources to the development of other sources of income. The Tribe has constructed a resort complex financed principally by federal funds, [Footnote 3] and has undertaken a substantial development of the reservation's hunting and fishing resources. These efforts provide employment opportunities for members of the Tribe, and the sale of hunting and fishing licenses and related services generates income which is used to maintain the tribal government and provide services to Tribe members. [Footnote 4]
Development of the reservation's fish and wildlife resources has involved a sustained, cooperative effort by the

Tribe and the Federal Government. Indeed, the reservation's fishing resources are wholly attributable to these recent efforts. Using federal funds, the Tribe has established eight artificial lakes which, together with the reservation's streams, are stocked by the Bureau of Sport Fisheries and Wildlife of the United States Fish and Wildlife Service, Department of the Interior, which operates a federal hatchery located on the reservation. None of the waters are stocked by the State. [Footnote 5] The United States has also contributed substantially to the creation of the reservation's game resources. Prior to 1966, there were only 13 elk in the vicinity of the reservation. In 1966 and 1967, the National Park Service donated a herd of 162 elk which was released on the reservation. Through its management and range development, [Footnote 6] the Tribe has dramatically increased the elk population, which by 1977 numbered approximately 1,200. New Mexico has not contributed significantly to the development of the elk herd or the other game on the reservation, which includes antelope, bear, and deer. [Footnote 7]
The Tribe and the Federal Government jointly conduct a comprehensive fish and game management program. Pursuant to its Constitution and to an agreement with the Bureau of Sport Fisheries and Wildlife, [Footnote 8] the Tribal Council adopts hunting and fishing ordinances each year. The tribal ordinances, which establish bag limits and seasons and provide

for licensing of hunting and fishing, are subject to approval by the Secretary under the Tribal Constitution, and have been so approved. The Tribal Council adopts the game ordinances on the basis of recommendations submitted by a Bureau of Indian Affairs' range conservationist, who is assisted by full-time conservation officers employed by the Tribe. The recommendations are made in light of the conservation needs of the reservation, which are determined on the basis of annual game counts and surveys. Through the Bureau of Sport Fisheries and Wildlife, the Secretary also determines the stocking of the reservation's waters based upon periodic surveys of the reservation.
Numerous conflicts exist between state and tribal hunting regulations. [Footnote 9] For instance, tribal seasons and bag limits for both hunting and fishing often do not coincide with those imposed by the State. The Tribe permits a hunter to kill both a buck and a doe; the State permits only buck to be killed. Unlike the State, the Tribe permits a person to purchase an elk license in two consecutive years. Moreover, since 1977, the Tribe's ordinances have specified that state hunting and fishing licenses are not required for Indians or non-Indians who hunt or fish on the reservation. [Footnote 10] The New Mexico Department of Game and Fish has enforced the State's regulations by arresting non-Indian hunters for illegal possession of game killed on the reservation in accordance with tribal ordinances but not in accordance with state hunting regulations.
In 1977, the Tribe filed suit against the State and the Director of its Game and Fish Department in the United States District Court for the District of New Mexico, seeking to prevent the State from regulating on-reservation hunting or

fishing by members or nonmembers. On August 2, 1978, the District Court ruled in favor of the Tribe and granted declaratory and injunctive relief against the enforcement of the State's hunting and fishing laws against any person for hunting and fishing activities conducted on the reservation. The United States Court of Appeals for the Tenth Circuit affirmed. 630 F.2d 724 (1980). Following New Mexico's petition for a writ of certiorari, this Court vacated the Tenth Circuit's judgment, 450 U.S. 1036 (1981), and remanded the case for reconsideration in light of Montana v. United States, 450 U. S. 544 (1981). On remand, the Court of Appeals adhered to its earlier decision. 677 F.2d 55 (1982). We granted certiorari, 459 U.S. 1014 (1982), and we now affirm.
IINew Mexico concedes that, on the reservation, the Tribe exercises exclusive jurisdiction over hunting and fishing by members of the Tribe, and may also regulate the hunting and fishing by nonmembers. [Footnote 11] New Mexico contends, however, that it may exercise concurrent jurisdiction over nonmembers, and that therefore its regulations governing hunting and fishing throughout the State should also apply to hunting and fishing by nonmembers on the reservation. Although New Mexico does not claim that it can require the Tribe to permit nonmembers to hunt and fish on the reservation, it claims that, once the Tribe chooses to permit hunting and fishing by nonmembers, such hunting and fishing is subject to any state-imposed conditions. Under this view, the State would be free to impose conditions more restrictive than the Tribe's own regulations, including an outright prohibition. The question in this case is whether the State may so restrict the Tribe's exercise of its authority.
Our decision in Montana v. United States, supra, does not resolve this question. Unlike this case, Montana concerned lands located within the reservation but not owned by the

Tribe or its members. We held that the Crow Tribe could not, as a general matter, regulate hunting and fishing on those lands. 450 U.S. at 450 U. S. 557-567. [Footnote 12] But as to "land belonging to the Tribe or held by the United States in trust for the Tribe," we "readily agree[d]" that a Tribe may "prohibit nonmembers from hunting or fishing . . . [or] condition their entry by charging a fee or establish bag and creel limits." Id. at 450 U. S. 557. We had no occasion to decide whether a Tribe may only exercise this authority in a manner permitted by a State.
On numerous occasions, this Court has considered the question whether a State may assert authority over a reservation. The decision in Worcester v. Georgia, 6 Pet. 515, 31 U. S. 560 (1832), reflected the view that Indian tribes were wholly distinct nations within whose boundaries "the laws of [a State] can have no force." We long ago departed from the "conceptual clarity of Mr. Chief Justice Marshall's view in Worcester," Mescalero Apache Tribe v. Jones, 411 U. S. 145, 411 U. S. 148 (1973), and have acknowledged certain limitations on tribal sovereignty. For instance, we have held that Indian tribes have been implicitly divested of their sovereignty in certain respects by virtue of their dependent status, [Footnote 13] that, under certain circumstances, a State may validly assert authority over the activities of nonmembers on a reservation, [Footnote 14] and that, in exceptional

circumstances, a State may assert jurisdiction over the on-reservation activities of tribal members. [Footnote 15]
Nevertheless, in demarcating the respective spheres of state and tribal authority over Indian reservations, we have continued to stress that Indian tribes are unique aggregations possessing "attributes of sovereignty over both their members and their territory,'" White Mountain Apache Tribe v. Bracker, 448 U. S. 136, 448 U. S. 142 (1980), quoting United States v. Mazurie, 419 U. S. 544, 419 U. S. 557 (1975). Because of their sovereign status, tribes and their reservation lands are insulated in some respects by a "historic immunity from state and local control," Mescalero Apache Tribe v. Jones, supra, at 411 U. S. 152, and tribes retain any aspect of their historical sovereignty not "inconsistent with the overriding interests of the National Government." Washington v. Confederated Tribes of Colville Indian Reservation, 447 U. S. 134, 447 U. S. 153 (1980).
The sovereignty retained by tribes includes "the power of regulating their internal and social relations," United States v. Kagama, 118 U. S. 375, 118 U. S. 381-382 (1886), cited in United States v. Wheeler, 435 U. S. 313, 435 U. S. 322 (1978). A tribe's power to prescribe the conduct of tribal members has never been doubted, and our cases establish that, "absent governing Acts of Congress,'" a State may not act in a manner that "`infringe[s] on the right of reservation Indians to make their own laws and be ruled by them.'" McClanahan v. Arizona

State Tax Comm'n, 411 U. S. 164, 411 U. S. 171-172 (1973), quoting Williams v. Lee, 358 U. S. 217, 358 U. S. 219-220 (1959). See also Fisher v. District Court, 424 U. S. 382, 424 U. S. 388-389 (1976) (per curiam).
A tribe's power to exclude nonmembers entirely or to condition their presence on the reservation is equally well established. See, e.g., Montana v. United States, 450 U. S. 544 (1981); Merrion v. Jicarilla Apache Tribe, 455 U. S. 130 (1982). Whether a State may also assert its authority over the on-reservation activities of nonmembers raises "[m]ore difficult questions," Bracker, supra, at 448 U. S. 144. While under some circumstances a State may exercise concurrent jurisdiction over non-Indians acting on tribal reservations, see, e.g., Washington v. Confederated Tribes, supra; Moe v. Salish & Kootenai Tribes, 425 U. S. 463 (1976), such authority may be asserted only if not preempted by the operation of federal law. See, e.g., Ramah Navajo School Bd., Inc. v. Bureau of Revenue of New Mexico, 458 U. S. 832 (1982); Bracker, supra; Central Machinery Co. v. Arizona Tax Comm'n, 448 U. S. 160 (1980); Williams v. Lee, supra; Warren Trading Post v. Arizona Tax Comm'n, 380 U. S. 685 (1965); Fisher v. District Court, supra; Kennerly v. District Court of Montana, 400 U. S. 423 (1971).
In Bracker, we reviewed our prior decisions concerning tribal and state authority over Indian reservations and extracted certain principles governing the determination whether federal law preempts the assertion of state authority over nonmembers on a reservation. We stated that that determination does not depend
"on mechanical or absolute conceptions of state or tribal sovereignty, but call[s] for a particularized inquiry into the nature of the state, federal, and tribal interests at stake."
448 U.S. at 448 U. S. 145. We also emphasized the special sense in which the doctrine of preemption is applied in this context. See id. at 448 U. S. 143-144; Ramah Navajo School Bd., supra, at 458 U. S. 838. Although a State will certainly be without jurisdiction if its authority

is preempted under familiar principles of preemption, we cautioned that our prior cases did not limit preemption of state laws affecting Indian tribes to only those circumstances. "The unique historical origins of tribal sovereignty" and the federal commitment to tribal self-sufficiency and self-determination make it "treacherous to import . . . notions of preemption that are properly applied to . . . other [contexts]." Bracker, supra, at 448 U. S. 143. See also Ramah Navajo School Bd., supra, at 458 U. S. 838. By resting preemption analysis principally on a consideration of the nature of the competing interests at stake, our cases have rejected a narrow focus on congressional intent to preempt state law as the sole touchstone. They have also rejected the proposition that preemption requires "an express congressional statement to that effect.'" Bracker, supra, at 45 U. S. 144 (footnote omitted). State jurisdiction is preempted by the operation of federal law if it interferes or is incompatible with federal and tribal interests reflected in federal law, unless the state interests at stake are sufficient to justify the assertion of state authority. Bracker, supra, at 448 U. S. 145. See also Ramah Navajo School Bd., supra, at 458 U. S. 845, quoting Hines v. Davidowitz, 312 U. S. 52, 312 U. S. 67 (1941). [Footnote 16]
Certain broad considerations guide our assessment of the federal and tribal interests. The traditional notions of Indian sovereignty provide a crucial "backdrop," Bracker, supra, at 448 U. S. 143, citing McClanahan, supra, at 411 U. S. 172, against which any assertion of state authority must be assessed. Moreover, both the tribes and the Federal Government are firmly committed to the goal of promoting tribal self-government,

a goal embodied in numerous federal statutes. [Footnote 17] We have stressed that Congress' objective of furthering tribal self-government encompasses far more than encouraging tribal management of disputes between members, but includes Congress' overriding goal of encouraging "tribal self-sufficiency and economic development." Bracker, 448 U.S. at 448 U. S. 143 (footnote omitted). In part as a necessary implication of this broad federal commitment, we have held that tribes have the power to manage the use of their territory and resources by both members and nonmembers, [Footnote 18] Merrion, supra, at 455 U. S. 137; Bracker, supra, at 448 U. S. 151; Montana v. United States, supra; 18 U.S.C. § 1162(b); 25 U.S.C. §§ 1321(b), 1322(b), to undertake and regulate economic activity within the reservation, Merrion, 455 U.S. at 455 U. S. 137, and to defray

The Treaty of Guadalupe Hidalgo put an end to the Mexican-American War. In addition to the enormous land concessions, Mexico received around US $15 million and a pardon of $3.25 million dollars of debt owed to the United States government.
It gave birth to the American West and determined the treatment of those who had been there for hundreds — and in the case of Native Americans, thousands — of years.

After hearing from south Cheyenne community leader Palmer Trujillo, who is very active in his community, I called Shoshone election judge and tribal activist Bobbie Shongutsie, and she did confirm that moves were being made, indicating that the issue is being "smoothed over" or "pushed under the rug". Sadly, there is no phone contact information for the state-sponsored potentially unlawful proxy government members that the Shoshone Business Council represents. The same council that failed to make good decisions with the perfectly scripted Treaty Resolution that I drafted with help from War Chief, Wade Warren LeBeau, and a team of historians and legal experts at the Wyoming State Capitol. The Shoshone General Council still remains the official Federally Recognized decision-making body for the Eastern Shoshone, but huge gaps in leadership still remain. There is huge disagreement from within the tribe as to the solutions here, but how can one debate or dialogue if the same leaders dodge major issues within and without .

I do not agree with the marginalization, direct or indirect genocide perpetuated in policies of the past, present, or future, and/or way in which corrupt government action or the lack there of has effected the original charter of the lone tribe and the designated property agreed to by the U.S. President and U.S. Congress. Sadly, the corruption is not just without, there has and is corruption from within members of both tribes also. I stand with the elders who support the "old way, the best way, the right way."

John Romero-Martinez Pledges to Support Congressional Term Limits
Cheyenne, WY – U.S. Term Limits (USTL), the leader in the national, non-partisan movement to limit terms for elected officials, is gathering support from state lawmakers across the nation. Its mission is to get 34 states to apply for an amendment proposal convention specific to term limits on Congress. Wyoming state house candidate, John Romero-Martinez (district 44), has committed support for term limits on Congress by signing the term limits convention pledge. Previously, incumbent Rep. Tamara Trujillo also signed the pledge.
USTL President, Philip Blumel, commented on Martinez’s and Trujillo’s pledges saying, “John’s and Tamara’s strong support of term limits shows that there are individuals who are willing to listen to the majority of voters who want term limits. America needs a Congress that will be served by citizen legislators, not career politicians.”
The U.S. Term Limits pledge is provided to candidates and members of state legislatures. It reads, “I pledge that, as a member of the state legislature, I will cosponsor, vote for, and defend the resolution applying for an Article V convention for the sole purpose of enacting term limits on Congress.”
In the 1995 case, Thornton v. U.S. Term Limits, the Supreme Court of the United States opined that only a constitutional amendment could limit the terms of U.S. Senators and House Representatives. According to Nick Tomboulides, Chief Executive Officer of USTL, the best chance of imposing term limits on Congress is through an Article V Proposal Convention of state legislatures.

While we’d like for Congress to take the high road and propose term limits on itself, we know they are too self-interested to do that without external pressure.” said Tomboulides. “That is why it is important to get buy-in from state legislators,” he added. Once proposed, the amendment must be ratified by 38 states.”
Tomboulides noted, “More than 87% of Americans have rejected the career politician model and want to replace it with citizen leadership. The way to achieve that goal is through a congressional term limits amendment. John and Tamara know this and are willing to work to make sure we reach our goal.”
According to the latest nationwide poll on term limits conducted by Pew Research, term limits enjoy wide bipartisan support. Pew’s analysis states, “An overwhelming majority of adults (87%) favor limiting the number of terms that members of Congress are allowed to serve. This includes a majority 56% who strongly favor this proposal, just 12% are opposed.”

Lakewood, Colo. – When Trey Parker and Matt Stone purchased Casa Bonita, they described the
attraction as “the Disneyland of Restaurants” with “Broadway quality entertainment.” Now, the
workers who provide that entertainment are organizing with the same labor unions that represent
onstage and backstage talent at Disneyland and on Broadway – IATSE and Actors’ Equity
Association.
The entertainment workers, including the cliff divers, actors, puppeteers, magicians and crew, are
unionizing first and foremost to strengthen their safety at work, with concerns that range from
insufficient training to abusive patrons emboldened by alcohol. They are also looking for fair pay
and benefits and clearer communication between workers and management.
Equity, as the performers’ union is more commonly called, represents 51,000 professional actors
and stage managers on Broadway, at Disneyland and Walt Disney World, and in live theatre across
the United States. International Alliance of Theatrical Stage Employees (IATSE) Local 7 represents
theatrical stage, film and exhibition employees in Colorado, including the entirety of the Denver
Metro area. IATSE as a whole represents roughly 170,000 behind-the-scenes entertainment
workers across the United States and Canada.
Casa Bonita has been a beloved institution in the greater Denver area since it first opened in 1974.
Much more than a restaurant, Casa Bonita was renowned for its live entertainment, including
magicians, puppeteers, actors and cliff divers. It gained national notoriety following a 2003 South
Park episode set in the restaurant, and in 2021 Trey Parker and Matt Stone, the creators of South
Park, purchased the restaurant and embarked on a massive program of renovation and reimagining
the property for the 21st century. The challenges they faced in this renovation, which ballooned to
an unanticipated $40 million, were documented in the 2024 documentary ¡Casa Bonita Mi Amor!.
Following a year of “soft launch,” the restaurant fully reopened to the public in September 2024.

With a focus on Laramie County, and the City of Cheyenne, but with the realization that some may choose to exodus the state for a number of reasons, this section is not just a starting point, but the beginning of an opensource union of participants that choose to take proactive measures towards an "honest appraisal" of the culture of death as it effects those on the periphery of society. Poverty Network WY-US+ is providing and seeking appropriate support for all people and is 100% voluntary and is utilizing the principles of religious freedom to engage these life issues for each person in combination with effective recovery methods.
Though this seems as only a starting point to help navigate the variety of resources needed in order to make a better life for ones self through self-sufficiency - It's more than that. It's by an evolving program centered on solidarity, subsidiarity, and dignity.

Enduring Faith: The Story of Native American Catholics explores the rich legacy of faith among Native Americans. I, along with a great majority of my constituents, in my district, or state, and often times outside of our state, believe that as we move forward in the healthcare space and work towards a more advanced and moral pathway to total health, we must clearly start now, but use the wisdom of the past. Official public dollars, used in collaboration with private companies that offer the grants, under local policy, were and are created to help full these gaps for Certified Nurse Assistants (CNA's), in the hopes these entry-level healthcare personal-care-aids continue in education to pursue advancing to become Registered Nurses (RN's), with stacked credentialing, in the pursuit of a more "wholistic healthcare system," that is life affirming, fair, quality, and trustworthy.
Drawing from such wisdom, we draw from the medieval Order of the Knights Hospitallers, whom for which, "curing the injured and caring for the ill was the most essential part of the Knights Hospitallers’" as their "moral purpose." Definition:
What is the anti Catholic Blaine Amendment? Blaine Amendments are controversial state constitutional provisions rooted in 19th century anti-Catholic bigotry. Their purpose was to prevent the government from funding Catholic schools.
The Blaine Amendment in the Wyoming Constitution reads:
"No money of the state shall ever be given or appropriated to any sectarian or religious society or institution." Historically, the Amendment was used to discriminate against early Roman Catholic settlers. Legislators argue that the Blaine Amendment does not allow for effective education choice programs due to the high ratio of sectarian private schools to non-sectarian private schools, however that argument ignores a majority of legal precedent. This issue was even recently brought up recently in a Supreme Court ruling.
In the case of Trinity Lutheran Church of Columbia, Inc. v. Comer, Trinity Lutheran Church Preschool was denied a grant to resurface their playground from the Missouri Government on the basis of their religious affiliation. Chief Justice John Roberts wrote in the Opinion of the Court that "the exclusion of Trinity Lutheran from a public benefit for which it is otherwise qualified, solely because it is a church, is odious to our Constitution all the same, and cannot stand." This ruling spells trouble for the Blaine Amendment as a whole. Just as the United States Constitution forbids the establishment of a Federal religion, it also forbids discrimination against religion by the government.
The Blaine Amendment does not allow for religious discrimination. Educational Freedom is completely available as a policy option for Wyoming.
The Supreme Court is clear in the ruling. With programs that would otherwise qualify for state funding, such as the case with school funding, the state cannot discriminate. Wyoming can and should pursue a better education for their children, by setting them free and giving them better options to succeed.
I have always encouraged choice/freedom programs, such as Education Savings Accounts (ESAs) or Child Safety Accounts (CSAs)1, to allow the money to follow the child - to receive an education that works for them best while working with benevolent or faith-based programs.
In the end, after years go by, I believe the entire constitution should be amended to be in line with Judicial rulings that rightly support the Natural Law as intended byo our founding fathers, before such potentially unlawful amendments were used, wrongfully by rouge bad actors, and corrupt leaders in our past.

These and other efforts of [wrongfully seizing and holding (an office or powers) by force (especially the seizure of a throne or supreme authority) or using a variation of mind control and deceitful tactics within the past 2025 years against Holy Mother Church since the advent of Christs' Church have been numerous but well-documewnted. I’ve written this as an introductory article on the connections between the secret society of the Illuminati & the Unitarian-Universalist (UU) movement & churches. Some of its foundational info comes from Chapter 2.4 of my Be Wise As Serpents (1991).
WHAT IS THE UU CHURCH? Before I begin exposing, it would be appropriate to do some explaining about the UU church. The church was originally conceived as the union of two nearly identical denominations: the Unitarians (who rejected the Trinity & Christian doctrine) & the Universalists (who rejected the concept of sin & believe all mankind gets salvation). In line with their mega-ecumenicalism acceptance of all, after 9-11, they taught in their rel. education classes that Islam was not radical or dangerous. (The reality of Islamic teachings needs to exposed in a considerable article; others have youtube videos for those interested.)
