• Advocated for all constituents by focusing on “true-truth” through the legislative process consulting staff, staff attorneys, business leaders, industry journals, the natural law, the US and Wyoming constitution, case law, canon law, common law, statutes and all US treaties to propose family and life affirming bills, joint resolution, and interim study topics.
• Represented for the betterment of our states people - in both the public and the private sectors in the pursuance of a better way and quality of life, equity, and fairness for our residents and citizens.
• Defended authentic freedom of conscience and religious freedom, inalienable, human & civil rights for all classes of people in approximately thirty (30) total major actions: bill resurrections, bill sponsorships, bill co-sponsorships, joint resolutions, a historic treaty resolution and a historic interim study topic, all within two years.
• Passed (4 for 4 out of the Wyoming House of Representatives); Human Life Equality-Preventing Discriminatory Abortions (HB 161), protecting conceived, pre-born persons in the earliest stages of incubation and child development, from being killed. This bill passed the Wyoming house two years consecutively.*
• Passed (4 for 4 out of the Wyoming House of Representatives); The Medical Treatment Opportunities Act (HB 162), Created the opportunity for true healthcare access, providing coverage or additional coverage to uninsured single indigent males and females, single parent mothers, and the disabled. This bill, which is prioritized and may be reconsidered out of Joint Revenue in 2025 general session as a budget amendment. This may very well be the single most prudent and financially conservative income generators. This effort was the first time in Wyoming history that an amended and updated form of the bill ever passed either chamber.
• Served on the Labor, Health, and Social Service, Joint Labor, Health, and Social Service, CSG-West Health, Joint Transportation, Highways & Military Affairs (partial) Committee’s.
• Scored 100%. by the National Federation of Independent Business (NFIB) on it’s biennial voting records for helping small businesses remain solvent and for being "true friends of Main Street enterprises in the legislative session.” (2021-2023)
• Received Back To Back-Gold certificates in the defense of conceived, pre-born persons, and four (x4) consecutive endorsements (2016, 2018, 2020, and 2022) from Wyoming Right To Life. In 2024 recharged three 100% pro-life initiatives: International Life Matters, Right To Life Wyoming, and the Wyoming Purple Cross.
• Collaborated between the state executive branch - office of the governor and both chambers (house & senate) to ensure four (4) life affirming bills passed and helped negotiate with the executive office, that the would eventually be signed into law.*

It gave birth to the American West and determined the treatment of those who had been there for hundreds — and in the case of Native Americans, thousands — of years.

Within a short period of time, since the end of the U.S. and Mexican war with the 1848 Treaty of Guadalupe Hidalgo,  disputes over broken treaties for both the 1st Nations and Latino, Chicano, and Hispanic world remain largely unresolved.

My specific call: To ask congress to stop (cut 99% of HUDVASH until the program is reimagined to work effectively) funding ineffective and unethical funded programs like:

Federal funds for VA homeless programs include:

1. Grant and Per Diem (GPD): Awards grants to nonprofit organizations to provide transitional housing and supportive case management.
2. Health Care for Homeless Veterans (HCHV): Awards contracts to organizations to provide emergency shelter and supportive services.
3. Supportive Services for Veteran Families (SSVF) Grants: Helps rapidly rehouse Veterans and their families, prevent imminent loss of a Veteran's home, or identify new, more suitable housing situations for Veterans and their families.

Directly from experience and the growing number of testimonies of veterans here in Wyoming, in what is looking more and more like a class action case against Medicaid recipients, and Medicaid receiving VA systems. A deeper look into the dee state shows a disturbing injustice often ignored by churches, candidates, and stakeholders.

1863 Treaty of ft bridger and land designations 

The  1863 Treaty of Fort Bridger was a significant agreement between the  Eastern Shoshone and the United States government, primarily focused on  establishing peace and defining tribal land claims. Here's a breakdown of the key land designations outlined in the treaty:

• Defined Shoshone Territory: The treaty stipulated boundaries for a vast Eastern Shoshone homeland,  estimated at approximately 44 million acres (nearly 70,000 square  miles).
• Boundaries: The territory's boundaries were described as:
  • North: Snake River
  • Northeast: Wind River Mountains
  • East: Down the Sweetwater River to the North Platte River
  • South: Yampa River (present-day Colorado) and along the crest of the Uinta Mountains (along the present Wyoming-Utah border)
  • West: The western boundary was left undefined, as the Shoshone ranged widely over the Great Basin.
• Annually payments: The treaty stipulated that the U.S. government would compensate the  Shoshone tribe $10,000 annually in supplies for a twenty-year period for  the loss of game on their land.
• No reservation established: While it outlined Shoshone territory, the 1863 treaty did not establish  a formal reservation. It would take a subsequent treaty, the 1868 Fort  Bridger Treaty, to establish the Wind River Reservation for the Eastern  Shoshone. 

The  1863 treaty also focused on ensuring safe passage for travelers through  Shoshone territory and protecting infrastructure like stagecoach  routes, telegraph lines, and the proposed transcontinental railroad  route. Important Note: It's crucial to remember that this treaty was a step in a larger and  often complex process of interactions between the Eastern Shoshone and  the United States, marked by subsequent treaties, land cessions, and  legal battles regarding tribal land and sovereignty.  

According to elder and enrolled member of the Eastern Shoshone Tribe, Aaron Sheparson, the threatened tribe (The Eastern Shoshone) should make great efforts to defend the treaties and the population by making "radical yet thoughtful efforts to honoriing the treaties..."

U.S. President Clinton, Russian President Yeltsin, and Ukrainian President Kravchuk signed the Trilateral Statement in Moscow on 14 January 1994.  This treaty has since been violated by the Russian Federation repeatedly.

A new book reveals that the leader's maternal grandfather was a Japan-based smuggler who had to flee to North Korea to escape prosecution

A new book published in Japan has shed fresh light on the life of Ko Yong-hui, the mother of Kim Jong-un, whose background the North Korean leader would prefer remains shrouded in secrecy.

The Treaty of Guadalupe Hidalgo put an end to the Mexican-American War. In addition to the enormous land concessions, Mexico received around US $15 million and a pardon of $3.25 million dollars of debt owed to the United States government. 

It gave birth to the American West and determined the treatment of those who had been there for hundreds — and in the case of Native Americans, thousands — of years.

• Drafted thoughtful bipartisan legislation, in collaboration with senior leadership of the U.S. Commission on Civil Rights and consulting with senior leaders both chambers regarding strategies moving forward - specifically addressing the need for a "Wyoming Labor Code re-write," the need for increased safety, subsidiarity, and dignity for blue-collar workers who too often work for rates that do not keep pace with the current inflationary rates.
• 100% support of the Wyoming Preference Act of 1971-amendments as drafted by former Speaker Eric Barlow in support of authorized workers.  The bill states that, "every person who is responsible for a public work shall employ only Wyoming laborers on the public work. Every contract for a public work let by any person shall contain a provision requiring that Wyoming laborers be used except nonresident laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. The bill also included new protection for wyoming workers stating: " (iii)  Upon hiring, the person shall submit to the state workforce center the number of nonresident laborers employed by the person pursuant to the certification issued under paragraph (ii) of this subsection and the public work or works for which each nonresident laborer is employed during the period of certification.  The number of nonresident laborers employed during the period of certification shall not exceed the number specified by the certification or certification amendment. The bill also includes penalties for contractors by stating, " 16‑6‑206.  Failure to employ state laborers; penalty. (a)  A person who willfully or intentionally fails to use Wyoming laborers as required in this act shall be subject to a civil penalty of not more than one thousand dollars ($1,000.00) per nonresident laborer employed per day, not to exceed a total penalty of ten percent (10%) of the amount of the person's contract. Each separate case of failure to employ Wyoming laborers on constitutes a separate offense.(b)  In the event a second offense occurs within a twelve (12) month period from the date of the first offense, the person shall be barred from bidding on any contract subject to the provisions of this act or submitting any request for proposal on any public work subject to the provisions of this act for one (1) year from the date the second violation is corrected. Section 3.  This act is effective July 1, 2021.

John Romero-Martinez Pledges to Support Congressional Term Limits

Cheyenne, WY – U.S. Term Limits (USTL), the leader in the  national, non-partisan movement to limit terms for elected officials, is  gathering support from state lawmakers across the nation. Its mission  is to get 34 states to apply for an amendment proposal convention  specific to term limits on Congress. Wyoming state house candidate, John  Romero-Martinez (district 44), has committed support for term limits on  Congress by signing the term limits convention pledge. Previously,  incumbent Rep. Tamara Trujillo also signed the pledge.

USTL President, Philip Blumel, commented on Martinez’s and Trujillo’s pledges saying, “John’s and Tamara’s strong support  of term limits shows that there are individuals who are willing to  listen to the majority of voters who want term limits. America needs a  Congress that will be served by citizen legislators, not career  politicians.”

The U.S. Term Limits pledge is provided to  candidates and members of state legislatures. It reads, “I pledge that,  as a member of the state legislature, I will cosponsor, vote for, and  defend the resolution applying for an Article V convention for the sole  purpose of enacting term limits on Congress.”

In the 1995 case, Thornton v. U.S. Term Limits,  the Supreme Court of the United States opined that only a constitutional  amendment could limit the terms of U.S. Senators and House  Representatives. According to Nick Tomboulides, Chief Executive Officer  of USTL, the best chance of imposing term limits on Congress is through  an Article V Proposal Convention of state legislatures.

“The Constitution allows for amendments to be proposed by  either 2/3 of Congress or 2/3 of the states. While we’d like for  Congress to take the high road and propose term limits on itself, we  know they are too self-interested to do that without external pressure.”  said Tomboulides. “That is why it is important to get buy-in from state  legislators,” he added. Once proposed, the amendment must be ratified  by 38 states.”

Tomboulides noted, “More than 87% of Americans  have rejected the career politician model and want to replace it with  citizen leadership. The way to achieve that goal is through a  congressional term limits amendment. John and Tamara know this and are  willing to work to make sure we reach our goal.”

According to the latest nationwide poll on term limits conducted by Pew Research,  term limits enjoy wide bipartisan support. Pew’s analysis states, “An  overwhelming majority of adults (87%) favor limiting the number of terms  that members of Congress are allowed to serve. This includes a majority  56% who strongly favor this proposal, just 12% are opposed.”

U.S. Term Limits is the largest nonpartisan, nonprofit  organization advocating solely on term limits. Our mission is to improve  the quality of government with a citizen legislature that closely  reflects its constituency and is responsive to the needs of the people  it serves. • Represented for the betterment of our states people - in both the public and the private sectors in the pursuance of a better way and quality of life, equity, and fairness for our residents and citizens.
• Defended authentic freedom of conscience and religious freedom, inalienable, human & civil rights for all classes of people in approximately thirty (30) total major actions: bill resurrections, bill sponsorships, bill co-sponsorships, joint resolutions, a historic treaty resolution and a historic interim study topic, all within two years.
• Passed (4 for 4 out of the Wyoming House of Representatives); Human Life Equality-Preventing Discriminatory Abortions (HB 161), protecting conceived, pre-born persons in the earliest stages of incubation and child development, from being killed. This bill passed the Wyoming house two years consecutively.*
• Passed (4 for 4 out of the Wyoming House of Representatives); The Medical Treatment Opportunities Act (HB 162), Created the opportunity for true healthcare access, providing coverage or additional coverage to uninsured single indigent males and females, single parent mothers, and the disabled. This bill, which is prioritized and may be reconsidered out of Joint Revenue in 2025 general session as a budget amendment. This may very well be the single most prudent and financially conservative income generators. This effort was the first time in Wyoming history that an amended and updated form of the bill ever passed either chamber.
• Served on the Labor, Health, and Social Service, Joint Labor, Health, and Social Service, CSG-West Health, Joint Transportation, Highways & Military Affairs (partial) Committee’s.
• Scored 100%. by the National Federation of Independent Business (NFIB) on it’s biennial voting records for helping small businesses remain solvent and for being "true friends of Main Street enterprises in the legislative session.” (2021-2023)
• Received Back To Back-Gold certificates in the defense of conceived, pre-born persons, and four (x4) consecutive endorsements (2016, 2018, 2020, and 2022) from Wyoming Right To Life. In 2024 recharged three 100% pro-life initiatives: International Life Matters, Right To Life Wyoming, and the Wyoming Purple Cross.

176 years ago today, Mexico lost 55% of its territory 

The Treaty of Guadalupe Hidalgo put an end to the Mexican-American War. In addition to the enormous land concessions, Mexico received around US $15 million and a pardon of $3.25 million dollars of debt owed to the United States government. 

It gave birth to the American West and determined the treatment of those who had been there for hundreds — and in the case of Native Americans, thousands — of years.

• 100% support of the Wyoming Preference Act of 1971-amendments as drafted by former Speaker Eric Barlow in support of authorized workers.  The bill states that, "every person who is responsible for a public work shall employ only Wyoming laborers on the public work. Every contract for a public work let by any person shall contain a provision requiring that Wyoming laborers be used except nonresident laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. The bill also included new protection for wyoming workers stating: " (iii)  Upon hiring, the person shall submit to the state workforce center the number of nonresident laborers employed by the person pursuant to the certification issued under paragraph (ii) of this subsection and the public work or works for which each nonresident laborer is employed during the period of certification.  The number of nonresident laborers employed during the period of certification shall not exceed the number specified by the certification or certification amendment. The bill also includes penalties for contractors by stating, " 16‑6‑206.  Failure to employ state laborers; penalty. (a)  A person who willfully or intentionally fails to use Wyoming laborers as required in this act shall be subject to a civil penalty of not more than one thousand dollars ($1,000.00) per nonresident laborer employed per day, not to exceed a total penalty of ten percent (10%) of the amount of the person's contract. Each separate case of failure to employ Wyoming laborers on constitutes a separate offense.(b)  In the event a second offense occurs within a twelve (12) month period from the date of the first offense, the person shall be barred from bidding on any contract subject to the provisions of this act or submitting any request for proposal on any public work subject to the provisions of this act for one (1) year from the date the second violation is corrected. Section 3.  This act is effective July 1, 2021.
