The following is an excerpt from the cowboy state daily regarding the historic House Joint Resolution-United States Treaties Formative To The State of Wyoming, that was composed by countless hours of research and collaboration directly with enrolled elders regarding true and correct knowledge and history. The edifying and scripting of congruent and correct history entered the record seeking an honest reconciliatory effort and tone, but was met with detractors both within and without.
The House Joint Resolution-United States Treaties Formative To The State of Wyoming still serves as a blueprint today for tribes nationwide and worldwide, who seek the honest and urgent protection of property rights, that still evades the heirs of treaty lands.
Treaty Rights:
Wade LeBeau favored a resolution drafted by Rep. John Romero-Martinez, R-Cheyenne, addressing treaty land grants. The resolution was rejected by the Legislature tribal relations committee, but if it had passed, it would have prompted the Wyoming Legislature to ask Congress to acknowledge and promote “verified land designation history and support collaboration with all heirs of treaty lands.”
... The 1868 Fort Bridger Treaty promised a vast segment of Wyoming to the Eastern Shoshone Tribe. The Northern Arapaho Tribe is not listed in the document as a land heir, however, the tribe has since come to co-govern the Wind River Indian Reservation along with the Eastern Shoshone Tribe. Although Rep. Andi LeBeau disputed Romero-Martinez’ draft, her would-be challenger Wade LeBeau said it’s not intended to disenfranchise anyone – and that is not his goal, either.
“When I look at this as a whole, I look at everybody. At everybody’s rights,” said Wade LeBeau, adding that areas where the Eastern Shoshone Tribe maintains specific treaty rights, “that doesn’t mean those rights aren’t used to protect everybody.”
“The treaty rights by the Shoshone are being used by every single person in this county (Fremont County), whether they know it or not,” said Wade LeBeau.

Recently, Actions that seem to support our state energy sector and citizens well, but violate best business practices and violate Eastern Shoshone and Bannock federally recognized treaties. After hearing from south Cheyenne community leader Palmer Trujillo, who is very active in his community, I called Shoshone election judge and tribal activist Bobbie Shongutsie, and she did confirm that moves were being made, indicating that the issue is being "smoothed over" or "pushed under the rug". Sadly, there is no phone contact information for the state-sponsored potentially unlawful proxy government members that the Shoshone Business Council represents. The same council that failed to make good decisions with the perfectly scripted Treaty Resolution that I drafted with help from War Chief, Wade Warren LeBeau, and a team of historians and legal experts at the Wyoming State Capitol. The Shoshone General Council still remains the official Federally Recognized decision-making body for the Eastern Shoshone, but huge gaps in leadership still remain. There is huge disagreement from within the tribe as to the solutions here, but how can one debate or dialogue if the same leaders dodge major issues within and without .

I agree with majority members of thee official Shoshone General Council, in upholding the dignity of the said Traditional Treaty Tribe, and it's original land designations as ratified in the 1863 Treaty of Fort Bridger. I do not agree with the marginalization, direct or indirect genocide perpetuated in policies of the past, present, or future, and/or way in which corrupt government action or the lack there of has effected the original charter of the lone tribe and the designated property agreed to by the U.S. President and U.S. Congress. Sadly, the corruption is not just without, there has and is corruption from within members of both tribes also. I stand with the elders who support the "old way, the best way, the right way."

Who receives this grant?

It took place around 161 BCE and was the first recorded contract between Judea and Ancient Rome. The Romans apparently extended an offer of aid to the Judean rebel side of the Maccabean Revolt. The Treaty of Guadalupe Hidalgo put an end to the Mexican-American War. In addition to the enormous land concessions, Mexico received around US $15 million and a pardon of $3.25 million dollars of debt owed to the United States government.
It gave birth to the American West and determined the treatment of those who had been there for hundreds — and in the case of Native Americans, thousands — of years.

- Drafted thoughtful bipartisan legislation, in collaboration with senior leadership of the U.S. Commission on Civil Rights and consulting with senior leaders both chambers regarding strategies moving forward - specifically addressing the need for a "Wyoming Labor Code re-write," the need for increased safety, subsidiarity, and dignity for blue-collar workers who too often work for rates that do not keep pace with the current inflationary rates.
- 100% support of the Wyoming Preference Act of 1971-amendments as drafted by former Speaker Eric Barlow in support of authorized workers. The bill states that, "every person who is responsible for a public work shall employ only Wyoming laborers on the public work. Every contract for a public work let by any person shall contain a provision requiring that Wyoming laborers be used except nonresident laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. The bill also included new protection for wyoming workers stating: " (iii) Upon hiring, the person shall submit to the state workforce center the number of nonresident laborers employed by the person pursuant to the certification issued under paragraph (ii) of this subsection and the public work or works for which each nonresident laborer is employed during the period of certification. The number of nonresident laborers employed during the period of certification shall not exceed the number specified by the certification or certification amendment. The bill also includes penalties for contractors by stating, " 16‑6‑206. Failure to employ state laborers; penalty. (a) A person who willfully or intentionally fails to use Wyoming laborers as required in this act shall be subject to a civil penalty of not more than one thousand dollars ($1,000.00) per nonresident laborer employed per day, not to exceed a total penalty of ten percent (10%) of the amount of the person's contract. Each separate case of failure to employ Wyoming laborers on constitutes a separate offense.(b) In the event a second offense occurs within a twelve (12) month period from the date of the first offense, the person shall be barred from bidding on any contract subject to the provisions of this act or submitting any request for proposal on any public work subject to the provisions of this act for one (1) year from the date the second violation is corrected. Section 3. This act is effective July 1, 2021.

This may very well be the single most prudent and financially conservative income generators. This effort was the first time in Wyoming history that an amended and updated form of the bill ever passed either chamber.

- Drafted thoughtful bipartisan legislation, in collaboration with senior leadership of the U.S. Commission on Civil Rights and consulting with senior leaders both chambers regarding strategies moving forward - specifically addressing the need for a "Wyoming Labor Code re-write," the need for increased safety, subsidiarity, and dignity for blue-collar workers who too often work for rates that do not keep pace with the current inflationary rates.
- 100% support of the Wyoming Preference Act of 1971-amendments as drafted by former Speaker Eric Barlow in support of authorized workers. The bill states that, "every person who is responsible for a public work shall employ only Wyoming laborers on the public work. Every contract for a public work let by any person shall contain a provision requiring that Wyoming laborers be used except nonresident laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. The bill also included new protection for wyoming workers stating: " (iii) Upon hiring, the person shall submit to the state workforce center the number of nonresident laborers employed by the person pursuant to the certification issued under paragraph (ii) of this subsection and the public work or works for which each nonresident laborer is employed during the period of certification. The number of nonresident laborers employed during the period of certification shall not exceed the number specified by the certification or certification amendment. The bill also includes penalties for contractors by stating, " 16‑6‑206. Failure to employ state laborers; penalty. (a) A person who willfully or intentionally fails to use Wyoming laborers as required in this act shall be subject to a civil penalty of not more than one thousand dollars ($1,000.00) per nonresident laborer employed per day, not to exceed a total penalty of ten percent (10%) of the amount of the person's contract. Each separate case of failure to employ Wyoming laborers on constitutes a separate offense.(b) In the event a second offense occurs within a twelve (12) month period from the date of the first offense, the person shall be barred from bidding on any contract subject to the provisions of this act or submitting any request for proposal on any public work subject to the provisions of this act for one (1) year from the date the second violation is corrected. Section 3. This act is effective July 1, 2021.

John Romero-Martinez Pledges to Support Congressional Term Limits
Cheyenne, WY – U.S. Term Limits (USTL), the leader in the national, non-partisan movement to limit terms for elected officials, is gathering support from state lawmakers across the nation. Its mission is to get 34 states to apply for an amendment proposal convention specific to term limits on Congress. Wyoming state house candidate, John Romero-Martinez (district 44), has committed support for term limits on Congress by signing the term limits convention pledge. Previously, incumbent Rep. Tamara Trujillo also signed the pledge.
USTL President, Philip Blumel, commented on Martinez’s and Trujillo’s pledges saying, “John’s and Tamara’s strong support of term limits shows that there are individuals who are willing to listen to the majority of voters who want term limits. America needs a Congress that will be served by citizen legislators, not career politicians.”
The U.S. Term Limits pledge is provided to candidates and members of state legislatures. It reads, “I pledge that, as a member of the state legislature, I will cosponsor, vote for, and defend the resolution applying for an Article V convention for the sole purpose of enacting term limits on Congress.”
In the 1995 case, Thornton v. U.S. Term Limits, the Supreme Court of the United States opined that only a constitutional amendment could limit the terms of U.S. Senators and House Representatives. According to Nick Tomboulides, Chief Executive Officer of USTL, the best chance of imposing term limits on Congress is through an Article V Proposal Convention of state legislatures.
“The Constitution allows for amendments to be proposed by either 2/3 of Congress or 2/3 of the states. While we’d like for Congress to take the high road and propose term limits on itself, we know they are too self-interested to do that without external pressure.” said Tomboulides. “That is why it is important to get buy-in from state legislators,” he added. Once proposed, the amendment must be ratified by 38 states.”
Tomboulides noted, “More than 87% of Americans have rejected the career politician model and want to replace it with citizen leadership. The way to achieve that goal is through a congressional term limits amendment. John and Tamara know this and are willing to work to make sure we reach our goal.”
According to the latest nationwide poll on term limits conducted by Pew Research, term limits enjoy wide bipartisan support. Pew’s analysis states, “An overwhelming majority of adults (87%) favor limiting the number of terms that members of Congress are allowed to serve. This includes a majority 56% who strongly favor this proposal, just 12% are opposed.”
U.S. Term Limits is the largest nonpartisan, nonprofit organization advocating solely on term limits. Our mission is to improve the quality of government with a citizen legislature that closely reflects its constituency and is responsive to the needs of the people it serves. This may very well be the single most prudent and financially conservative income generators. This effort was the first time in Wyoming history that an amended and updated form of the bill ever passed either chamber.

The Treaty of Guadalupe Hidalgo put an end to the Mexican-American War. In addition to the enormous land concessions, Mexico received around US $15 million and a pardon of $3.25 million dollars of debt owed to the United States government.
It gave birth to the American West and determined the treatment of those who had been there for hundreds — and in the case of Native Americans, thousands — of years.

The bill states that, "every person who is responsible for a public work shall employ only Wyoming laborers on the public work. Every contract for a public work let by any person shall contain a provision requiring that Wyoming laborers be used except nonresident laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. The bill also included new protection for wyoming workers stating: " (iii) Upon hiring, the person shall submit to the state workforce center the number of nonresident laborers employed by the person pursuant to the certification issued under paragraph (ii) of this subsection and the public work or works for which each nonresident laborer is employed during the period of certification. The number of nonresident laborers employed during the period of certification shall not exceed the number specified by the certification or certification amendment. The bill also includes penalties for contractors by stating, " 16‑6‑206. Failure to employ state laborers; penalty. (a) A person who willfully or intentionally fails to use Wyoming laborers as required in this act shall be subject to a civil penalty of not more than one thousand dollars ($1,000.00) per nonresident laborer employed per day, not to exceed a total penalty of ten percent (10%) of the amount of the person's contract. Each separate case of failure to employ Wyoming laborers on constitutes a separate offense.(b) In the event a second offense occurs within a twelve (12) month period from the date of the first offense, the person shall be barred from bidding on any contract subject to the provisions of this act or submitting any request for proposal on any public work subject to the provisions of this act for one (1) year from the date the second violation is corrected. Section 3. This act is effective July 1, 2021.

- Passed (4 for 4 out of the Wyoming House of Representatives); Human Life Equality-Preventing Discriminatory Abortions (HB 161), protecting conceived, pre-born persons in the earliest stages of incubation and child development, from being killed. This bill passed the Wyoming house two years consecutively.*
- Passed (4 for 4 out of the Wyoming House of Representatives); The Medical Treatment Opportunities Act (HB 162), Created the opportunity for true healthcare access, providing coverage or additional coverage to uninsured single indigent males and females, single parent mothers, and the disabled. This bill, which is prioritized and may be reconsidered out of Joint Revenue in 2025 general session as a budget amendment. This may very well be the single most prudent and financially conservative income generators. This effort was the first time in Wyoming history that an amended and updated form of the bill ever passed either chamber.
- Served on the Labor, Health, and Social Service, Joint Labor, Health, and Social Service, CSG-West Health, Joint Transportation, Highways & Military Affairs (partial) Committee’s.
- Scored 100%. by the National Federation of Independent Business (NFIB) on it’s biennial voting records for helping small businesses remain solvent and for being "true friends of Main Street enterprises in the legislative session.” (2021-2023)
- Received Back To Back-Gold certificates in the defense of conceived, pre-born persons, and four (x4) consecutive endorsements (2016, 2018, 2020, and 2022) from Wyoming Right To Life. In 2024 recharged three 100% pro-life initiatives: International Life Matters, Right To Life Wyoming, and the Wyoming Purple Cross.

The Treaty of Guadalupe Hidalgo put an end to the Mexican-American War. In addition to the enormous land concessions, Mexico received around US $15 million and a pardon of $3.25 million dollars of debt owed to the United States government.
It gave birth to the American West and determined the treatment of those who had been there for hundreds — and in the case of Native Americans, thousands — of years.

- Created a plan of action, by collaborating with major constituents to respect the authentic autonomy and dignity of individuals and groups and to promote the common good of society by promoting a common sense to principle of subsidiarity.
- Drafted thoughtful bipartisan legislation, in collaboration with senior leadership of the U.S. Commission on Civil Rights and consulting with senior leaders both chambers regarding strategies moving forward - specifically addressing the need for a "Wyoming Labor Code re-write," the need for increased safety, subsidiarity, and dignity for blue-collar workers who too often work for rates that do not keep pace with the current inflationary rates.
- 100% support of the Wyoming Preference Act of 1971-amendments as drafted by former Speaker Eric Barlow in support of authorized workers. The bill states that, "every person who is responsible for a public work shall employ only Wyoming laborers on the public work. Every contract for a public work let by any person shall contain a provision requiring that Wyoming laborers be used except nonresident laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. The bill also included new protection for wyoming workers stating: " (iii) Upon hiring, the person shall submit to the state workforce center the number of nonresident laborers employed by the person pursuant to the certification issued under paragraph (ii) of this subsection and the public work or works for which each nonresident laborer is employed during the period of certification. The number of nonresident laborers employed during the period of certification shall not exceed the number specified by the certification or certification amendment. The bill also includes penalties for contractors by stating, " 16‑6‑206. Failure to employ state laborers; penalty. (a) A person who willfully or intentionally fails to use Wyoming laborers as required in this act shall be subject to a civil penalty of not more than one thousand dollars ($1,000.00) per nonresident laborer employed per day, not to exceed a total penalty of ten percent (10%) of the amount of the person's contract. Each separate case of failure to employ Wyoming laborers on constitutes a separate offense.(b) In the event a second offense occurs within a twelve (12) month period from the date of the first offense, the person shall be barred from bidding on any contract subject to the provisions of this act or submitting any request for proposal on any public work subject to the provisions of this act for one (1) year from the date the second violation is corrected. Section 3. This act is effective July 1, 2021.

Under Union General William T. Sherman’s Special Field Order No. 15 , black communities were finally going to be allowed to grecieve their promise of land and some a mule.
Many Americans have not seen the Order itself. Three of its parts are relevant here.
Section one bears repeating in full: “The islands from Charleston, south, the abandoned rice fields along the rivers for thirty miles back from the sea, and the country bordering the St. Johns river, Florida, are reserved and set apart for the settlement of the negroes [sic] now made free by the acts of war and the proclamation of the President of the United States.”

IATSE was founded in 1893 to support efforts to establish fair wages and working conditions for their members. Local 229 was established in 1923 and has expanded its presence significantly in recent years. We are an affiliate of AFL-CIO and provide representation on the Northern Colorado Labor Council.
We have provided labor for many projects over the years, including:
- TV Miniseries “Centennial” 1978 and “The Shining” 1977
- Political rallies for George W. Bush, Hillary Clinton, Barack Obama, and Donald Trump

Lakewood, Colo. – When Trey Parker and Matt Stone purchased Casa Bonita, they described the
attraction as “the Disneyland of Restaurants” with “Broadway quality entertainment.” Now, the
workers who provide that entertainment are organizing with the same labor unions that represent
onstage and backstage talent at Disneyland and on Broadway – IATSE and Actors’ Equity
Association.
The entertainment workers, including the cliff divers, actors, puppeteers, magicians and crew, are
unionizing first and foremost to strengthen their safety at work, with concerns that range from
insufficient training to abusive patrons emboldened by alcohol. They are also looking for fair pay
and benefits and clearer communication between workers and management.
Equity, as the performers’ union is more commonly called, represents 51,000 professional actors
and stage managers on Broadway, at Disneyland and Walt Disney World, and in live theatre across
the United States. International Alliance of Theatrical Stage Employees (IATSE) Local 7 represents
theatrical stage, film and exhibition employees in Colorado, including the entirety of the Denver
Metro area. IATSE as a whole represents roughly 170,000 behind-the-scenes entertainment
workers across the United States and Canada.
Casa Bonita has been a beloved institution in the greater Denver area since it first opened in 1974.
Much more than a restaurant, Casa Bonita was renowned for its live entertainment, including
magicians, puppeteers, actors and cliff divers. It gained national notoriety following a 2003 South
Park episode set in the restaurant, and in 2021 Trey Parker and Matt Stone, the creators of South
Park, purchased the restaurant and embarked on a massive program of renovation and reimagining
the property for the 21st century. The challenges they faced in this renovation, which ballooned to
an unanticipated $40 million, were documented in the 2024 documentary ¡Casa Bonita Mi Amor!.
Following a year of “soft launch,” the restaurant fully reopened to the public in September 2024.

The scarce resources that exist, even with the best efforts of lawmakers, public and private stakeholders more often than not leaves vulnerable adults trapped in a situation that is absolutely undeserved, wrongly served, rarely-rightly served,
Many are feeling the effects of a shattered culture, and "more than broken" social safety net. The scarce resources that exist, even with the best efforts of lawmakers, public and private stakeholders more often than not leaves vulnerable adults trapped in a situation that is absolutely undeserved, wrongly served, rarely-rightly served, often disparaged and/or a combination of all-of-the above.
With a focus on Laramie County, and the City of Cheyenne, but with the realization that some may choose to exodus the state for a number of reasons, this section is not just a starting point, but the beginning of an opensource union of participants that choose to take proactive measures towards an "honest appraisal" of the culture of death as it effects those on the periphery of society. Poverty Network WY-US+ is providing and seeking appropriate support for all people and is 100% voluntary and is utilizing the principles of religious freedom to engage these life issues for each person in combination with effective recovery methods.
Though this seems as only a starting point to help navigate the variety of resources needed in order to make a better life for ones self through self-sufficiency - It's more than that. It's by an evolving program centered on solidarity, subsidiarity, and dignity.

For decades, what really is affliction and addiction, (or hurts, habits, or hangups), is really being generically, and wrongfully characterized as "mere homelessness." and lacks the transparency necessary to be correctly funded by the public or any private institution. In fact, I am calling for pause, as the real truth comes out. There is growing consensus, that these public and private funded and supported groups are receiving less support, than even our animal shelter. I can testify, that the amount of double standards and contradictions in this place, are astronomical and covered up by various interests.

I, along with a great majority of my constituents, in my district, or state, and often times outside of our state, believe that as we move forward in the healthcare space and work towards a more advanced and moral pathway to total health, we must clearly start now, but use the wisdom of the past. Official public dollars, used in collaboration with private companies that offer the grants, under local policy, were and are created to help full these gaps for Certified Nurse Assistants (CNA's), in the hopes these entry-level healthcare personal-care-aids continue in education to pursue advancing to become Registered Nurses (RN's), with stacked credentialing, in the pursuit of a more "wholistic healthcare system," that is life affirming, fair, quality, and trustworthy.
Drawing from such wisdom, we draw from the medieval Order of the Knights Hospitallers, whom for which, "curing the injured and caring for the ill was the most essential part of the Knights Hospitallers’" as their "moral purpose." Definition:
What is the anti Catholic Blaine Amendment? Blaine Amendments are controversial state constitutional provisions rooted in 19th century anti-Catholic bigotry. Their purpose was to prevent the government from funding Catholic schools.
The Blaine Amendment in the Wyoming Constitution reads:
"No money of the state shall ever be given or appropriated to any sectarian or religious society or institution." Historically, the Amendment was used to discriminate against early Roman Catholic settlers. Legislators argue that the Blaine Amendment does not allow for effective education choice programs due to the high ratio of sectarian private schools to non-sectarian private schools, however that argument ignores a majority of legal precedent. This issue was even recently brought up recently in a Supreme Court ruling.
In the case of Trinity Lutheran Church of Columbia, Inc. v. Comer, Trinity Lutheran Church Preschool was denied a grant to resurface their playground from the Missouri Government on the basis of their religious affiliation. Chief Justice John Roberts wrote in the Opinion of the Court that "the exclusion of Trinity Lutheran from a public benefit for which it is otherwise qualified, solely because it is a church, is odious to our Constitution all the same, and cannot stand." This ruling spells trouble for the Blaine Amendment as a whole. Just as the United States Constitution forbids the establishment of a Federal religion, it also forbids discrimination against religion by the government.
The Blaine Amendment does not allow for religious discrimination. Educational Freedom is completely available as a policy option for Wyoming.
The Supreme Court is clear in the ruling. With programs that would otherwise qualify for state funding, such as the case with school funding, the state cannot discriminate. Wyoming can and should pursue a better education for their children, by setting them free and giving them better options to succeed.
I have always encouraged choice/freedom programs, such as Education Savings Accounts (ESAs) or Child Safety Accounts (CSAs)1, to allow the money to follow the child - to receive an education that works for them best while working with benevolent or faith-based programs.
In the end, after years go by, I believe the entire constitution should be amended to be in line with Judicial rulings that rightly support the Natural Law as intended byo our founding fathers, before such potentially unlawful amendments were used, wrongfully by rouge bad actors, and corrupt leaders in our past.

MEXICO CITY—When President Trump called her last week, President Claudia Sheinbaum was prepared to speak with a U.S. leader who wouldn’t yield on tariffs. Instead, she negotiated a deal that world leaders are studying for their own trade talks with the U.S.
The Feb. 3 call was tough, often tense and ran long, almost 45 minutes, according to people familiar with the matter. Sheinbaum—who alternated between an interpreter and speaking English to make an emphatic point—stayed on message, they said, parrying Trump on trade, drugs and migration in ways that caught his attention without escalating into a disagreement.
“One must speak in Trump’s language,” said a person familiar with the discussions.
The coup de grace was her administration’s idea: Mexico would deploy 10,000 troops to the border to fight fentanyl flows and help with border security, matching Trump’s own show of force along the Rio Grande. They agreed to pause tariffs for a month to see how the border enforcement went, with a similar agreement for Canada
